How does one check for a shorted HOT?

You probably mean where are these components in the circuit, not on the PCB.
What type of overcurrent protection? The sensing will be done at the output, but what then changes varies.
Filter capacitors are placed after the rectification and before series regulation.
Microcontroller for what? Overcurrent protection?
A shorted hot? Multimeter between the hot and the neg. If this short is external to the power supply, disconnecting the power supply should restore the output if overcurrent protection has shut it down.
