You can't get him to not throw hard. Accuracy is impossible to maintain by decreasing arm speed. It's not natural and mechanics become sloppy. I recommend drills like:
- Stand with feet shoulder width, knees slightly bent, ball in throwing hand at ear level (called "ready" position"). Have him "flick" the ball to a partner 20-30 feet away with a dart throwing motion.
- Stand sideways (like the "stretch position") at about 50 feet away. Feet and knees in "ready" position. Throwing and glove hands should be in the "eagle"/separation position. Have him throw to a partner with the effect being very little (6 inches or so) step with lead leg but natural follow through where chest ends up over front knee and following leg ends up in front of lead leg.
These will teach him how to focus on accuracy while using strong fundamentals.
