I have water coming out my drain valve on my pool heater, there is no relief valve handle to turn on/off.?

Sounds like your drain valve has failed. Why not replace it?
You don't really need to cap it unless the water leak is excessive and it bothers you or perhaps it is wetting something it shouldn't. In other words, you can just choose to live with it.
