are my golf shafts supposed to be hollow?
im changing my steel golf shafts to a stiffer steel shaft today and when i pulled out my first shaft i noticed that the inside of it wasnt hollow but had like a black insert type thing in it, so are the shafts im putting in supposed to have that to?

If you're looking at the butt (grip) end of a steel shaft, what you're seeing is either a Sensicore insert (a black straw with blackish-grey weatherstripping spiralled down its length), or a ProSoft insert (long cylindrical piece of foam). Both do the same thing: dampen vibration, so the miss-hits don't feel so ouchy.
If you're looking at the tip end of a steel shaft, it's most likely a tip weight. Tip pins weight anywhere from 2g to 10g... they are for creating a specific swing weight (how heavy the head feels). It could also be a cork (or a substitute for a cork), which would've been used to keep tungsten or lead powder in place- for the same effect as the tip pin. Now, if it's a graphite shaft, it could be one of two things:

The thru-bore design also made shafts play stiffer than normal. It isn't used anymore, thankfully.
Regardless, either can easily be drilled out with a Dremmel tool bit (my preference), or a bit of similar size in a hand drill. Just make sure to have a steady hand! It can be easy to drill a little crooked, or flinch, and compromise the shaft's integrity by taking too much off the inside.
