How do i remove the tilt wheel lock plate in a 92 grand prix?

I have a 1992 Grand Prix and ive had 4 people try to remove the tilt wheel lock plate so i can replace the ignition tumblers. I have the so called remover for it but i cant seem to find the retaining clip thats holding it in after i compress it with the tool. If anyone knows anything please let me know!

You must use a lock plate spring compressor to push the plate. Auto zone will rent them free. You will see a clip. Two sharp edge tools to pry up the clip. Try not to bend the clip.
