Can I add a vapour barrier over top of the existing insulation in my attic?

I have an older bungalow in Toronto. The attic has 3 to 6 inches of loose-fill insulation in it. There doesn’t appear to be a vapour barrier and I am starting to see signs of moisture in the ceiling. Can I add a vapour barrier over top of the loose-fill in the attic and re-insulate over top of the new vapour barrier? If I do this will I be breaking any building codes? Will I still have moisture problems?

vapor barrier goes between the insulation and ceiling, not between insulation and attic air space. putting it on top won't do a thing. you can take out the insulation then put a vapor barrier. but normally there is not vapor barrier with loose insulation on attic floor.

you may need to consider what venting you have in attic. attic should be vented. different types of vent are electric roof vent which comes on at set temperature to blow hot air out of attic, dormer vent, eave soffits, ridge vent. i've found a ridge vent most effective for moisture issues and have had to add it to our own house when moisture was building up since eave soffits weren't sufficient.
