I am a waitress and i am being made to payback out of pocket if money is short from the drawer, is this right?

I work at huddle house in western N.C.and business has been struggling. So everyone is being forced to make pay cuts and my wadge is now 2.13 an hour. on weekdays i don't make enough tips to make up for min wadge but they still don't make up for it. The worst part of it is there is a new rule, at the end of the day whenever the drawer is short, we are required to pay it with our tip money and it does not get deducted from our daily tip amount. everyone has told me to go to labor bored with this and i want a new job but no one is hiring. Is what there doing illegal? I feel like i am paying more then i'm getting paid and i need money, what should i do?

It is illegal for the employer to fail to make your wage up to full minimum wage if your tips plus the $2.13 an hour tipped minimum wage do not add up to minimum wage.

It is also illegal for the employer to deduct drawer shortages from employees pay or tips.
